Dr Jwan Kamla

Chartered Engineer, FCIHT, MICE, MSoRSA National Highways Certificate of Competency in Road Safety Audits

Dr Jwan Kamla is a Chartered Engineer whose career has been defined by a deep commitment to improving road safety and advancing the highways and transportation sector. A Fellow of the Chartered Institution of Highways and Transportation (FCIHT), Member of the Institution of Civil Engineers (MICE), and Member of the Society of Road Safety Auditors (MSoRSA), she also holds the National Highways Certificate of Competency in Road Safety Auditing. With a BSc, MSc, and PhD in Civil Engineering, she brings more than 22 years of experience across civil, highway, traffic, and road safety engineering. Jwan’s professional journey spans academia, research, the private sector, and the public sector, a breadth of experience that gives her a rare, holistic understanding of how policy, design, operations, and data shape safer transport systems.

Jwan is highly experienced across all stages of Road Safety Audit (RSA), having delivered Stage 1–4 audits on both National Highways and Local Authority networks. Her work covers feasibility, preliminary design, detailed design, construction, and post-opening phases, ensuring safety risks are identified and addressed throughout the project lifecycle. She has also acted as the Overseeing Organisation, providing authoritative responses to RSA reports.

Throughout her career, and as the former Road Safety Manager, Jwan led county‑wide road safety, overseeing multidisciplinary teams and complex budgets to strengthen organisational performance. She has also led safety reviews and design reviews for major infrastructure projects, as well as a wide range of local authority schemes and developer proposals.

 

Jwan has extensive experience in Safety Governance and Assurance and in delivering Project Control Framework (PCF) products, including Safety Risk Assessments, Walking, Cycling and Horse‑Riding Assessment and Review, Safety Plans, and Safety Reports. She has also delivered in‑depth fatal collision investigations and detailed collision analysis for numerous schemes across both National Highways and Local Authority networks. In addition, she has authored major research studies on motorway design requirements, contributing to national thinking on complex network design. Her research has also supported the development and refinement of national guidance, including the Manual for Streets.

 

Her career is underpinned by a PhD in Civil Engineering from the University of Nottingham, where she explored the use of connected vehicle data, harsh‑braking incidents, and collision datasets to enhance road safety outcomes. This research foundation continues to shape her approach, combining Safe System principles, analytical insight, and practical engineering judgement to influence safer design.

 

Jwan is also actively engaged in academia, having served as a lecturer for more than five years prior to undertaking her PhD, teaching across Civil Engineering, Dam Engineering, and Architecture Engineering departments. She continues to contribute to higher education as a visiting guest lecturer at Nottingham Trent University, delivering specialist sessions in road safety engineering, collision analysis, and evidence‑led design.

As part of her volunteering roles, Jwan is  the Immediate Past Chair of CIHT East Midlands, a CIHT Mentor and Professional Reviewer, and a member of the CIHT Engineering Professional Standards Panel (EPSP). She formerly served the Society of Road Safety Auditors (SoRSA) for more than four years, where she made significant contributions to the Institution, reviewing member applications, redesigning the SoRSA webpage, and initiating and delivering road safety workshops across the East Midlands region.

She also serves as a Reviewer for the Transportation Research Board (TRB) and is an active guest lecturer at Nottingham Trent University supporting the development of future engineers and safety professionals. Regularly presenting at national and international conferences, Jwan is recognised for her ability to influence safer design, strengthen organisational capability, and drive evidence‑led improvements across the highways and transportation sector.
